The estimated consumption is 260.000 MMBtu per year.

-        For the Paranal Observatory (Lot 2) over the period June 2016 to June 2017.

The estimated consumption is 162.100 MMBtu per year.

116 31.05.2015 DOO/PAO Service Contract for Engineering Support, for Technical and Facilities Maintenance, and Warehouse Operation Services at Paranal Observatory

Preliminary Inquiry (PI) to identify and select companies that have interest and with capabilities to provide the following services to the ESO Paranal Observatory, located 130 km south of Antofagasta, in Chile:

Lot 1: technical maintenance and engineering support services for daily operations of the Observatory.

Lot 2: operation of the Observatory Warehouse, which manages the parts and spares required for all activities.

Lot 3: maintenance of the Observatory facilities and vehicles.

All services are to be performed on site, 365 days a year.

The PI is expected to be issued in June 2015 to potential suppliers in Chile, and will be followed by a Call for tender that is scheduled to be released in September 2015.

The scope of this Call for Tender/Price Inquiry is to procure software consultancy services for the development, deployment, and maintenance of current Interferometer Supervisor Software (ISS) of ESO VLT Interferometer.

The tasks are defined for one (1) specialist for the following activities: 

Maintenance of ISS to support Paranal Science Operations with current VLTI instruments AMBER and PIONIER.

Development and maintenance of extensions for the integration and commissioning of CIAO, the GRAVITY Active Optics system, and of GRAVITY and MATISSE new instruments.

The specialist is expected to be familiar with Scientific Linux, real-time OS vxWorks, programming languages (C++, C, Matlab) and scripting languages (UNIX shell, Tcl/Tk).

The effort is expected to represent 0.5 FTE per year over two years. The contract is expected to start on 1 January 2016, in addition to a hand-over period starting on 1 October 2015.

112 03.03.2015 DOP/ELT Request for information for the supply of the E-ELT M3 Mirror Design and Manufacturing

A Request for information (RFI) covering the design and manufacturing of the E-ELT Tertiary Mirror (M3) will be issued in Q2 2015.

The E-ELT M3 Mirror is a 4-m diameter F/2.6 slightly aspheric concave mirror. It is made of low expansion glass or glass ceramic, has a meniscus shape, about 100-mm thick.

The M3 Mirror will be supported axially on a passive 18 points whiffletree and load spreaders, and laterally on 12 points along the mirror edge.

The RFI will cover:

·         The design of the M3 Mirror and of its support interfaces, its handling and transport auxiliary equipment,   its production and test tooling.

·         The procurement of the M3 Mirror support interfaces and auxiliary equipment, of the production and test tooling, and the setup of the production facilities.

·         The M3 Mirror manufacturing: Adhesive bonding of the mirror support interfaces, optical grinding and polishing, and testing of the M3 Mirror.

·         Acceptance testing of the M3 Mirror and its auxiliary equipment, packing, and delivery to ESO.

The mirror material substrate (The M3 Mirror Blank) will be procured by ESO, based on mutually agreed blank specifications.

The purpose of the RFI is to identify the companies and/or consortia that have interest and the capabilities to perform the above activities.

The contract is expected to be awarded in 2016.

Based on the outcome of the RFI, issued to potential suppliers in ESO Member States, Poland, Chile and Brazil, ESO is planning to release the corresponding Call for Tender in Q4 2015.

E-ELT M2 and M3 Cell Design and Manufacturing

The European Southern Observatory (ESO) completed the Phase B studies of the Secondary and Tertiary Mirror Units for the European Extremely Large Telescope (E-ELT).

ESO is preparing the procurement of the E-ELT M2 and M3 Unit Cells. The M2 and M3 Cells are the Sub-Units that include all the mechanics and control that support and drive the Mirrors. They include all equipment specifically required to operate and maintain the unit. The Mirrors themselves are excluded.

ESO intends to issue a Request For Information (RFI) in Q1 of 2015 and a Call for Tender for the procurement of the E-ELT M2 Cell in Q3 2015. Contracts are expected to be awarded in Q2 2016.

Development of the Jenkins based pipeline continuous integration and regression test system. Preparation of pipeline and scientific software deliveries. 110 24.02.2015 DOP/ELT Communication Middleware Software Product for the E-ELT Control System.

Call for tender to identify and select a Commercial-Off-The-Shelf (COTS) communication middleware software product for the E-ELT Control System.

The product shall be compliant with the Object Management Group’s Data Distribution Service (OMG DDS) version 1.2 (DCPS API and DDSI (RTPS 2.1) with UDP/IP, operating on Windows and Linux (development and deployment), with a language support for development on C/C++ (Visual C++ for Windows, gcc for Linux and Java). It shall be scalable to high data rates (500Hz) and reliable for continuous operations over extended periods.

The Bidder shall be a proven software manufacturer with over three years of experience with  a mature and established support infrastructure in place including a web-based support/issue tracking system and knowledge base, telephone support and optional on-site technical support and consultation for sites in Germany (Garching) and Chile (Paranal).

The scope of this Call for tender is to procure outreach services for the ESO Education and Public Outreach Department during the timeframe from 01.07.2015 until 30.06.2017.

The qualifications of the personnel to be made available shall include web development, web content support, editorial support, coordination and support for public information and outreach. The scope and extent of the services required can be summarized as follows:

107 29.01.2015 ELT-PO Independent Software Validation and Verification Consultancy Service for the E-ELT Program.

Preliminary Inquiry (PI) to identify and select companies expert in Consultancy Services for Independent Software Validation and Verification for critical contracted supplies (control systems) of the E-ELT Program.

The Consultancy Service shall provide state-of-the-art resources and dedicated expertise to identify and set up a full ISV&V infrastructure to support the design, development and integration of critical control systems built both by the contractors and by the E-ELT Control Systems Group.

Currently the following tasks are foreseen:

·         Control Systems Lower Level Specification Analysis;

·         Source and test code inspection;

·         Support to test environment definition, development and qualification;

·         Preparation and execution of Manual and Automatic tests (functional and non-functional);Development or reuse of models (where available) for application of formal methods (e.g. Model Checking);

·         Application of formal methods for validation and verification of certain safety-critical systems’ designs (dead logic, integer overflow, division by zero, and violations of design properties and assertions);

·         Provision of an independent assessment for the development and certification of certain safety-critical systems with high Safety Integrity Levels (SILs), ref. IEC 61508;

·         Identification of areas of potential and actual risks as well as improvements for the various proposed contractors’ design development solutions, planned arrangements and industrial setups;

·         Where needed support the integration of the various Telescope control systems subsystems at the construction site facility at Cerro Armazones in Chile during assembly, integration and verification phases.

The current planned duration of the Consultancy Service is from 2016 until 2024.

Quality Assurance and Quality Control Consultancy Service for the E-ELT Programme.

Preliminary Inquiry (PI) to identify and select companies expert in Consultancy Services for Quality Assurance and Quality Control required for critical contracted supplies of the E-ELT Programme. The E-ELT will encompass a wide range of technologies covering civil engineering works, buildings, large heavy metallic structures, high-technology opto-mechanical systems, ultra precise optical mirrors and others, each of them having very different levels of accuracy, spanning from nanometers to millimeters. Most of the contracted supplies will be built by industries or industrial consortia but may be also built by academic institutions or combination thereof.

The Consultancy Services shall provide state-of-the-art resources and dedicated expertise to:

  • identify areas of potential and actual risks as well as improvements for the various proposed contractors’ design development processes, planned arrangements and industrial setups;
  • assure the quality of the equipments, materials, structures, components and systems utilized in the design, manufacturing, construction and future operation of the E-ELT;
  • ensure that contractors and sub-tier contractors comply with the relevant quality standards and regulations;
  • verify materials, parts and final products through independent checks, audits, supervision, tests, inspections and witnessing;
  • ensure quality assurance and quality control benefits (QA/QC) both off-site at manufacturers’ facilities and - where needed - at the construction site facility at Cerro Armazones in Chile during assembly, integration and verification phases.

The outcomes of the various activities shall be documented and communicated to ESO by means of reports, surveys, risk registers, non-conformities reports, certificates, etc. during the various development phases and prior to the baseline milestones (Preliminary Design Review (PDR), Final Design Review (FDR), etc.) of the product life-cycle.

The effort is expected to be provided from the time a contractor is selected until Provisional Acceptance of the contracted supplies. The current planned duration of the Consultancy Services is from 2016 until 2024. 

The type and amount of workforce of the Consultancy Services shall be tailored according to the various development phases and needs of the E-ELT Programme.

Call for tender for the design and realization of two protective shelters for the AOS Digital Radio System including the off-grid power generation, based on solar and wind energy. The shelters and power generation system will be installed above the ALMA observing site Chajnantor, at an altitude of 5400m, located 20 km from San Pedro de Atacama, Chile. The Digital Radio System will expand the communication coverage over the entire observing site, ensures GPS tracking and improves the security.

The scope of the contract includes:

1. Design and Production of the protective shelters. The production consists of the design, fabrication, assembly, testing, and delivery of two identical protective Shelters for the AOS Digital Radio System.

A Request for information (RFI) for the supply of Mirror blanks shall be issued by ESO in Q4/2014. The RFI shall be covering the supply of

-           the mirror blanks for E-ELT Primary Mirror (M1),

-           the mirror blanks for the E-ELT Secondary mirror (M2) and

-           the mirror blanks for the E-ELT Tertiary mirror (M3).

The RFI covers the procurement for the supply of blanks made of low expansion glass or glass-ceramics substrates to be procured by ESO and provided by ESO to the E-ELT Contractor(s) for the polishing of the mirrors / segments, according to the relevant ESO basic requirement documents (Synopsis for each M1, M2 and M3) which shall be integral part of the subject RFI.

The M1, M2 and M3 blanks are planned to be contracted through contract(s) either individually or collectively.

The purpose of the RFI is to identify the companies and/or consortia that have interest and the capabilities to perform the above activities, to receive ROM (Rough Order of Magnitude) quotations for each of them and to receive the necessary information in order to be able to decide on the procurement strategy.

The scope of this Price Inquiry is to procure consultancy services for the development and maintenance of ALMA and VLT Science Operations Software.

The tasks are defined for two (2) software specialists respectively for the following activities:

1. Development and maintenance of Java-based software tools to support ALMA Science Operations at the observatory in Chile and the ALMA Regional Centres (ARCs). The scope of work also includes requirement gathering, testing, integration, deployment and end-user support for the tools, and requires regular interaction with scientists and support staff at the observatory and the ARCs. Amongst others, experience with Spring and relational databases (JDBC, Hibernate) is required. Previous exposure to Javascript and related technologies (AngularJS, jQuery) is welcome.

2. Development and maintenance of Java-based software tools to support VLT Science Operations at the ESO Headquarters in Garching. The scope of work also includes requirement gathering, testing, integration, deployment and end-user support for the tools, and requires regular interaction with scientists and support staff on site. Amongst others, experience with Linux, Java and SQL is required. Previous exposure to Javascript and related technologies (AngularJS, jQuery) is welcome.

Feasibility Study for the Accurate Measurement of Mirror Deformation by Deflectometry

The scope of this Price Inquiry is to place two contracts in parallel for a feasibility study on the subject matter. ESO might decide, at its sole discretion, to place contract(s) for the following phases (design and production of the deflectometer), with one of the companies that have performed the feasibility study.

The scope of work is the direct and simple optical measurement of the deformation of the EELT M1 segment subunit under gravity load.  This will be measured as part of the M1 segment polishing contract and requires a complex metrology setup.  Such metrology has already been demonstrated as part of Phase B, and is built into the EELT costs, but it is a cost driver). Deflectometry is seen as risk mitigation alternative with a high potential for simplification and cost savings in the M1 segment polishing.

Request for information for the supply of the E-ELT M1 Segments Polishing

A Request for information (RFI) covering the polishing of the 931 E-ELT Primary Mirror (M1) Segments will be issued in Q4/2014.

The RFI will cover 2 phases:

- Phase 1: The pre-polishing of circular segment blanks (ca. 1440 mm diameter, ca. 50 mm thickness at the center and made of low expansion glass or glass-ceramics substrates) provided by ESO, and

- Phase 2: the machining (cutting) of the pre-polished segments to their final dimensions, the integration onto their support mechanics provided by ESO and the finish figuring (typically by Ion Beam Figuring) of the Segment Assemblies. 

Phase 1 is planned to be contracted to one or two entities. Phase 2 is planned to be contracted to one entity only, separately from Phase 1, however Phases 1 and 2 may also be contracted to a single entity as a unique package.

The purpose of the RFI is to identify the companies and/or consortia that have interest and the capabilities to perform the above activities, and to receive ROM (rough order of magnitude) prices for each of them.

The contract(s) are expected to be awarded in 2016.

Based on the outcome of the RFI, issued to potential suppliers in ESO Member States and Brazil, ESO is planning to release the corresponding Call(s) for Tender in Q3/2015.

Preliminary Inquiry (PI) to identify and select the companies that have interest and the capabilities to supply the European Extremely Large Telescope (E-ELT) quaternary mirror (M4) Shells. The forthcoming Call for tender is foreseen in Q4/2014 for the conclusion of a contract for the procurement of either eight or twelve thin shells to equip the M4 Unit of the E-ELT.

Each E-ELT M4 Shell is a 60 degree petal section of a circular mirror of about 2.4 m diameter. Each E-ELT M4 Shell is identical, flat, is about 1 m wide, and 2 mm thick, with tight requirements regarding the thickness homogeneity. The E-ELT M4 Shells are bare optics, with no attachment of any interface, and are delivered uncoated.

The scope of the supply will include:

- The M4 Shell blanks specifications and procurement;

- The design, procurement, integration and verification of the production and metrology tooling;

- The polishing and testing of the E-ELT M4 shells;

- The supply of dedicated Shell transport containers;

- The packing, shipment and delivery of the M4 Shells in their dedicated M4 Shell Transport Containers.
