ALGORITHM
CERTIF (guidelines for acceptance/rejection): the binned Calibrated Visibility should be between 0.4 and 1 for bin2, bin3, bin4
the binned TF should be larger than .6 for most of the baselines for bin2, 3, 4 and 5
