This memorandum clarifies the authority chain for approval of trips and trip changes within SciOps.

For normal operation,
i.e. normal flow of travel request and approval,

• TIOs:
  • Authorizers: Head of TIO Sections: E.Matamoros / J.Miranda
  • Deputies: SciOp Deputies: E.Barrios / P.LeSaux
  • Additional authorizer for non standard trips: O.Hainaut
• Astronomers:
  • Authorizer: Head of Astro Section: R.Mendez
  • Deputies: SciOp Deputies: E.Barrios / P.LeSaux
  • Additional authorizer for non standard trips: O.Hainaut
• Others (except HoSciOps)
  • Authorizer: HoSciOps: O.Hainaut
  • Deputies: SciOp Deputies: E.Barrios / P.LeSaux
  • Additional authorizer for non standard trips: O.Hainaut
• HoSciOps:
  • Authorizer: LSO Director, J.Melnick

   

In case of emergency,
i.e. when the Main Authorizers, Deputies and OHainaut are not available locally and/or on cell phone, AND a decision has to be taken at short notice), the trip authorisation authority is delegated within sciOp to

1. SciOp Coordinator (as on the SciOp schedule on the web)
2. SciOp Shift Leader (id, in case the SciOp coordinator is not available)

As this delegate usually doen't have the TraM privileges to make the changes in the system, an oral authorization from this delegate is sufficient, provided that (s)he identifies himself and states that (s)he calls in quality of Coordinator or S.Leader. The gate keepers shall be informed of this.

However, in case of an emergency change requiring a change of airplane ticket, the change has to be authorized in TraM. In that case, the delegate has to give instructions to one of the "TraM Super User" (who has all technical privileges to approve any change) to make the required change in the system. The super-users are A.Mena, R.Huidobro, G.Andreoni. In case none of the above is available, the replacement of A.Mena has TraM privileges.

In case the Coordinator or the Shift Leader authorizes a trip change, (s)he is expecte to send a short email to the normal authorizer he replaced and to HoSciOp stating what change was made and why.
